Invitation for Bids

Contract Title: Rehabilitation, Upgrading and Multi-year Maintenance Works of Indicative Feeder Roads in Gakenke District, 69 Km (3 lots)

1.   The Government of Rwanda (GOR) has received financing from the World Bank towards the cost of Rwanda Feeder Roads Development Project and intends to apply part of the proceeds toward payments under the contracts for the Design, Rehabilitation, Upgrading and Multi-year Maintenance Works of Indicative Feeder Roads in Gakenke District. The contracts will be jointly financed by Rwanda Feeder Roads Development Multi-Donor Trust Fund (MDTF) administered by the World Bank. Bidding process will be governed by World Bank’s rules and procedures.

2.   Gakenke District now invites sealed bids from eligible bidders for the Rehabilitation, upgrading and maintenance works of indicative feeder roads in Gakenke District, comprising of 69 kilometers, sliced into three (3) contract packages (Lots) of 32km, 18 km, and 19 km each respectively located in the District of Gakenke, for an implementation period of 18 months for design and rehabilitation works (Phase I) and 2.5 years maintenance works (Phase II).

3.   Eligible Bidders may bid for one or several contracts as defined in the bidding document.  Multiple contracts awarded to the same bidder will be awarded as a single contract. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid.

4.   Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credit & Grants by World Bank Borrowers dated January 2011 and revised July 2014 (“Procurement Guidelines”) and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5.   Interested eligible bidders may obtain further information from Gakenke Districton email address: or or, attention: Executive Secretary of Gakenke District and inspect the bidding documents during office hours from 07:00 to 17:00 hours Local Time at the Gakenke District Office.

6.   A complete set of bidding documents in English may be purchased by interested eligible bidders upon payment to the address below a nonrefundable fee of 50,000 FRW deposited at RRA Decentralized Taxes/Gakenke District, BPR Bank, account No: 542-3806113-11. The tender Document may be collected at the District Office upon payment of the nonrefundable fee.

7.   Bids must be delivered to the address below on or before January 02nd, 2019 at 14:00 hr Local Time. Electronic bidding will not be permitted. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below. Late bids will not be accepted.

8.   A site visit is planned for Monday October 22th, 2018 at 09:00 AM local time; meeting point will be at Gakenke District Head office and will be guided by representative of Gakenke District and RTDA. Bidders are encouraged to attend the site visit. Subsequently, a Pre-Bid meeting will take place on the same day immediately after the site visit.

9.    All bids must be accompanied by a “Bid Securing Declaration” signed by the bidder and submitted as part of its bid in conformity with the Form provided in Section IV Of the tender document.
